SINGAPORE (Reuters) ? China's economic growth will probably cool next year to the lowest annual rate in a decade, setting the pace for an Asia-wide slowdown as global demand fades, a Reuters poll released on Thursday showed.
But economists saw little risk of a severe slump. The slowdown should be modest and Asia's policymakers have room to ramp up government spending or lower official interest rates in case the outlook worsens.
Although China's 2012 growth will probably dip below 9 percent, none of the 30 economists surveyed thought it would breach the 8 percent line seen as the minimum for assuring sufficient job creation to keep up with urban migration.
"Contrary to what appears to be the dominant view among investors, we don't see recession anywhere in Asia," Deutsche Bank's Asia economist Michael Spencer said.
"Asia is heading into a period of six to nine months of below average growth, reflecting mostly the deceleration of activity in the advanced economies," he said.
Weak growth in the United States and Europe is already crimping exports across Asia, and economists have penciled in a sharper slowdown in the coming quarters.
Slower growth should bring inflation relief. The consensus view among economists now shows India as the only country in the polling region likely to increase interest rates in 2011.
In the previous quarterly poll, conducted in July, economists had predicted more rate rises by the end of 2011 in India, Indonesia, Thailand, Taiwan, Malaysia, New Zealand, Australia and South Korea.
The Reserve Bank of India will probably raise rates at its meeting next week, but that is widely expected to be the last move in its aggressive tightening cycle. Economists expect two quarter-point cuts in 2012.
Indonesia already lowered rates in a surprise move on October 11, and the poll shows economists expect one more trim in 2012. New Zealand is the only country in the survey where economists expect a rate increase in 2012.
AS GOES CHINA
China is the linchpin. If its 2012 growth slows to 8.6 percent, as the consensus forecast predicts, the rest of Asia would feel a modest ripple. If China's growth falls more sharply, Asia could take a direct hit.
A 1 percent decline in China's GDP reduces growth in Singapore, Malaysia and Thailand by 0.7 percentage points, and in Indonesia by 0.3 points, Bank of America-Merrill Lynch economist Hak Bin Chua said.
"The scale of the impact has almost tripled over the past two decades," he said, because China now imports far more than it used to from its Asian neighbors.
"The impact of a China slowdown is still estimated to be less than that of a U.S. slowdown or recession, but the two are converging and are likely to be comparable within the next decade," Chua added.
Compared with the July poll, economists lowered 2012 growth forecasts across the board. Among the sharpest cuts were those for Malaysia and Singapore, two of the countries most closely tied to the global economy.
The forecasts show annual growth rates accelerating in 2012 in Australia, New Zealand, India, South Korea, Thailand and the Philippines. Next year's growth rate will likely trail 2011's in Indonesia, Singapore, China, Hong Kong and Taiwan.

TOKYO (Reuters) ? Western Japan challenged Tokyo on Tuesday for its status as the global center of gourmet dining, with the Michelin guide awarding area restaurants more of the coveted three-star ratings than those given to establishments in the capital.
A total of 15 restaurants in the Kansai area, which centers on Japan's second-largest city of Osaka and the ancient capital of Kyoto, were awarded top three-star ratings, three more than last year and one more than Tokyo was given.
Tokyo last year received more Michelin stars than any other city in the world for the fourth year in a row.
Of the restaurants named in the newest edition of the guide to the Kansai region, a popular tourist area known as the heartland of Japanese traditional culture, 12 serve Japanese cuisine and two fusion. The last serves "contemporary French."
New to the guidebook this year were the cities of Kobe and Nara, accounting for three of the three-star establishments. Michelin defines three-star ratings as "exceptional cuisine, worth a journey."
Wa Yamamura, a Japanese restaurant in Nara, leapt to the top of the awards in its first listing.
The restaurants Fujiya 1935 and Koryu in Osaka, whose inhabitants have long been jokingly known in food-obsessed Japan as "those who court financial ruin by extravagance in food," were promoted to three stars from two.
Among the 300 establishments given stars, 61 -- including two traditional inns -- received two stars, while 224 got one.
"Japan is truly a unique country, where many cities have cuisine of a very high quality," said Bernard Delmas, president of Nihon Michelin Tire, in a statement.
"That is why, even in the fifth year of the arrival of our Michelin guide in Japan, we continue to discover new stars to introduce to our readers," he said.
The award is especially respected in Japan, where diners are willing to wait in long lines and pay high prices at noted establishments.
Included in this year's guide for the first time were Korean restaurants.
Kyoto's three-star restaurants, all Japanese, are Chihana, Hyo-tei, Kikunoi Honten, Kitcho Arashiyama Honten, Mizai, Nakamura and Tsuruya. Osaka's three-star Japanese restaurants are Kashiwaya, Koryu and Taian, while Kobe's Japanese winner is Komago.
The fusion restaurants are Ca Sento in Kobe and Fujiya 1935 in Osaka, while the French restaurant is Hajime in Osaka.
The first Michelin restaurant guide, aimed at chauffeurs in the early days of motoring, was published by the tire company in 1900, with the star rating system introduced in the 1920s.
The company only ventured out of Europe for the first time in 2005, with its guide to New York. Its Tokyo guide, launched in late 2007, was its first in Asia, although it has since added Hong Kong and Macau.
WASHINGTON ? Hours before Tuesday's night's presidential debate, Mitt Romney is sharpening his criticism of his rival's tax plan.
The former Massachusetts governor says Herman Cain's "9-9-9" tax plan still needs a lot of work. And he says that most middle-income Americans would end up paying more if Cain has his way.
Cain is a former business executive who recently jumped into top-tier status in the Republican presidential primary contest, buoyed in part by his simple tax plan. He's calling for a 9 percent national sales tax and 9 percent tax rates for personal income and corporations.
Romney criticized the plan on a conference call with supporters Tuesday afternoon. He warns that senior citizens and those on fixed incomes in particular could face significantly higher taxes under the 9-9-9 proposal.
NEW YORK/SINGAPORE (Reuters) ? China's financial regulators have asked the world's biggest audit firms to urgently review their work on U.S.-listed Chinese companies and give details on information they may have provided to overseas regulators, two sources told Reuters.
The unprecedented move, following a string of accounting scandals at U.S.-listed Chinese companies, is set to ratchet up tensions between the financial regulators of America and China.
The request, sources said, is seen as a direct response to the move by the U.S. regulators in the case of scandal-hit Longtop Financial Technologies Ltd, and to ensure that firms do not succumb to pressure to hand over documents to regulators outside of China.
Last month the U.S. Securities and Exchange Commission (SEC) asked an American court to enforce a subpoena it sent to Deloitte Touche Tohmatsu's China practice for documents from its audit of Longtop.
Two sources from the audit industry told Reuters that the Ministry of Finance and China Securities Regulatory Commission (CSRC) met last week with the so-called 'Big Four' audit firms -- KPMG, PricewaterhouseCoopers, Ernst & Young and Deloitte -- along with two smaller firms.
The firms were requested by the government to conduct an urgent review of all audits they had done on U.S.-listed Chinese firms in 2010 along with work on U.S. initial public offerings by Chinese companies.
They have been asked to report back by the end of this week with information on whether audit work papers or other client information were given to overseas regulators or any of their overseas practices.
One source, who can't be named due to the sensitive nature of the meeting, said the Chinese authorities emphasized to the firms their rules on confidentiality.
"We are being asked to give that message to foreign regulators that seek to get information from us," the source said.
The second source said that the information requested included all correspondence on U.S.-audit work between the firms' mainland Chinese offices and their counterparts in Hong Kong and Macau. Firms have also been asked to provide details of audits done by their Hong Kong offices on U.S.-listed Chinese companies, provided their main operations are on the mainland.
"Given what's happened in the States recently with the SEC ratcheting up the pressure, there was likely to be some sort of reaction and this is part of it, if not the total of it," said one industry expert who did not have direct knowledge of the meeting.
CAUGHT IN THE MIDDLE
The request is likely to heap more pressure on auditors caught in the middle of competing demands from the U.S. and Chinese regulators.
"I would guess they (auditors) are terrified," said Paul Gillis, a former partner for PWC and visiting professor of accounting at Peking University. "This is not a pleasant time for them and I think they would like to find a resolution to these problems as quickly as possible."
Gillis added that auditors may well have provided some information to the U.S. SEC in response to questions on listed Chinese companies, while the exchange of information with their overseas offices happens frequently.
"They (Chinese regulators) are going to learn, if the firms are honest about what they are doing, that they have shared a lot of information from China with foreigners," he said.
The CSRC and China's Ministry of Finance ministry had no immediate response when reached by phone. Reuters asked all of the 'Big Four' firms about the meeting. PWC, KPMG and Ernst & Young declined to comment while Deloitte did not immediately respond.
Gillis said it was unlikely the big audit firms will face major sanctions for disclosing that they passed on information to their overseas offices or foreign regulators but will likely be told such behavior will not be tolerated in future.
U.S. accountancy watchdog Public Company Accounting Oversight Board (PCAOB) has been negotiating with the Chinese authorities to be allowed to conduct inspections of mainland firms that audit Chinese companies listed in America.
However, the momentum of the talks appears to have been slowing in recent weeks, with no date yet set for the next round of discussions.
Earlier this month the PCAOB's chair James Doty said he could not wait indefinitely for an agreement and indicated they may consider taking alternative measures against audit firms that would not co-operate with inspectors.

LOS ANGELES ? A judge says the involuntary manslaughter trial of Michael Jackson's doctor will resume Wednesday and defense attorneys will begin their case on Friday.
The judge said Tuesday that if the prosecution's final witness finishes his testimony Wednesday, there will be no testimony on Thursday. Defense attorneys for Dr. Conrad Murray say their witnesses aren't available until Friday.
The defense plans to call 15 witnesses, including the head of AEG Live, the company that promoted Jackson's planned series of comeback concerts. Other witnesses will include police detectives who have not testified, character witnesses and experts.
Jurors haven't heard any testimony since Thursday due to the schedule of a witness and to give defense attorneys time to investigate newly conducted tests to determine how much of the sedative lorazepam was in Jackson's body.

SANTIAGO, Chile — Justin Bieber faced plenty of challenges when he shot his "Mistletoe" video, the least of which was the fact that he did it in September, in Tennessee, with fake snow cascading down from the sky. The way he tells it, the biggest obstacle was not even being weirded out by Santa.
"It was different because, like, it's a Christmas video, so you gotta get your Christmas spirit on," Bieber told MTV News backstage in Santiago, Chile, where he played to 55,000 screaming fans on Saturday. "We had Santa there. He was kind of interesting because he had this finger that would light up, but I never knew that, so he would come up to me randomly and pointed at me and his finger lit up and it was really strange. I was like, 'Santa doesn't do that, my friend.' "
Of course, Bieber was quick to add that despite the awkward interaction, he remains decidedly pro-Santa, since "he gets kids in the holiday spirit."
Bieber's "Mistletoe" video will make its world premiere Tuesday at 7:54 p.m. on MTV — with a special live stream to follow on MTV.com, where we'll roll out more of our interview with him! — and on Monday (October 17), he released the song to iTunes. He's rather proud of how both turned out, because he got to collaborate with two of his favorites: director Roman White and the production team known as the Messengers.
"[Roman] can tell a story really well, so we wanted to use him," Bieber explained. "He shot the 'One Less Lonely Girl' video, and I thought he did a great job; he shot the 'You Belong [With] Me' video with Taylor Swift, and he had a lot of great experience and a lot of great work.
"[And] Nasri [one member of the Messengers team], he's really intelligent, he can tell a story as well, Christmas, anything," he continued. "So we were thinking of doing a Christmas album last year, we never really got to it. And this year I was like, 'This year I really want to do it,' so we collaborated on some ideas and sure enough, we got some great Christmas music. ... I think I have a few classics on the album, I really, really do. I think that there's some songs on there that are so catchy and everyone's going to want to sing them every Christmas."

In what investigators say is another episode of a drunk and unruly airline passenger, an American Airlines direct flight from New York to Los Angeles landed last night in Denver after a man became unruly and hit a flight attendant. This time, the government is filing serious charges.
Federal prosecutors offer the following account of what happened.
They say the passenger, Varoujan Khodjamirian, had several drinks and became loud and disruptive about 90 minutes into Flight 21, a Boeing 767-200 with about 160 passengers onboard. When those sitting near him complained, they were re-seated, but he started kicking the seats in front of him.
When flight attendants were unable to quiet him down, they moved him to the last row of seats, but he continued to be loud and hit one of them in the face. He also yelled, "I kill you children. I kill your mother. I will beat you all down and kill you," along with several obscenities. Flight attendants handcuffed him with plastic restraints, and two of them actually sat on him until the plane landed in Denver, where Khodjamirian was arrested.
He's been charged with interfering with flight crew members and attendants, a crime which provides a maximum penalty of 20 years in prison and a fine of up to $250,000.
Khodjamirian lives in Long Island, N.Y., and is of Armenian descent. He has requested a Russian interpreter.
VATICAN CITY (Reuters) ? Pope Benedict was wheeled up the main aisle of St Peter's Basilica on a mobile platform at a ceremony on Sunday to spare him the unnecessary fatigue of walking, but the Vatican said there was no concern for his overall health.
The 84-year-old pontiff stood on the platform as aides pushed it up the central aisle, which is about 100 meters (yards) long.
Wearing green vestments, he blessed the faithful and then celebrated Mass from the main altar. He appeared to be in good health. He later used the same mobile platform to leave the basilica.
"This is just not to tire him," chief Vatican spokesman Father Federico Lombardi said. "Nothing else should be read into the general state of his health, which is good."
The platform, which has three steps and brass handles, was built to transport the late Pope John Paul during the last five years of his life.
John Paul, however, had suffered a broken femur and had undergone hip replacement surgery, an operation that left him with a permanent limp and other walking difficulties.
Benedict, who was elected in 2005 after John Paul's death, has appeared to be in generally good health, though Vatican sources say he suffers from high blood pressure.
Benedict's schedule of public and private engagements has been far less hectic than that of his predecessor.
Aides say that because he was already 78 when he was elected, unlike John Paul who was 58, Benedict decided to pace himself more carefully and limit his activities.
During the mass on Sunday, the pope announced that he was calling a "Year of Faith" for the entire 1.2 billion-member Roman Catholic Church that would start on October 11, 2012.
He said he hoped the event would be an opportunity for all Catholics to "strengthen our faith in God," and that he would soon publish an "apostolic letter" outlining what he wants the Church to gain from the year of reflection.
Benedict has started a new Vatican office, the Pontifical Council for the Promotion of New Evangelisation, to shore up and spread the faith in economically advanced regions such as Europe and the United States, where the Vatican believes it has been weakened by secularism.

Things were pretty normal for the opening night of practice for Division I men's basketball.
Most of Friday night's events were called some form of madness, from Big Blue to Mountaineer to First Night. Most of them ended well before the midnight part of many of their names.
There were also some coaches who let the fans know things were going to be serious this season.
Connecticut coach Jim Calhoun didn't promise a repeat of last season's national championship ? the Huskies' third in a span of 13 years ? but he didn't discourage any thoughts of it.
Calhoun said he believes his team may be more talented than the one that beat Butler in April.
Kentucky made it to the Final Four as well last season, but the Wildcats lost to Connecticut in the semifinals.
Coach John Calipari made it clear what this season's goal is by saying it's time to turn the page from anticipation to preparation.
"Tonight we begin to write the next chapter," Calipari said. "Tonight we feel the Kentucky effect in full force as we once again redefine college basketball. ... We see no plateaus. We see no stopping points. Let's persist beyond what it is, and let's try to create what was never before imagined. We do more than move the needle. We are the needle. We are UK."
Vanderbilt isn't usually mentioned as a national contender. But the Commodores have all five starters back this year.
"More than ever before we are going to be the hunted rather than the hunter," coach Kevin Stallings said. "We expect to get everyone's best shot. We look forward to getting everyone's best shot. We are excited about perhaps being a program that can have that said about them. Quite honestly, we have never been that program before. That has always been Kentucky or Florida or somebody else in the (Southeastern Conference). Maybe, we have a chance to be that program now."
Stallings sent the crowd of 3,500 at Memorial Gymnasium into pandemonium when he made a half-court shot from behind his back ? on the first try.
Some of the highlights of the start of practice:
_This was the seventh time Big Blue Madness was held at Rupp Arena, and Kentucky opened the doors at 6 p.m. with fans filling 20,000-plus seats quickly. Students in the section behind one basket held up a very large banner reading "KENTUCKY BASKETBALL NEVER STOPS" before the festivities started.
Kentucky kicked it off with a video highlighting the hundreds of students who camped out in tents for tickets to attend Big Blue Madness. As freshman Anthony Davis said in the video, "They just want to see us win a championship this year."
The Wildcats came down white staircases bookending a large video screen on the stage at one end of Rupp, and the fans stayed on their feet.
_Connecticut's teams showed off their skills in front of their fans for the first time since the men brought home the program's third national championship and the women returned from their 12th Final Four.
They showed off their athleticism for more than 10,000 fans who came out to watch the school's annual "First Night" show.
Freshman guard Ryan Boatright, generously listed in the media guide at 6-feet-0, won the dunk contest. Niels Giffey topped freshman Kaleena Mosqueda-Lewis from the women's team in the 3-point contest, and there was dancing and contests for students, even appearances from alumni such as Ray Allen and the hero of last year's national title run, Kemba Walker.
_Vanderbilt hosted its first Midnight Madness session in six years. Vanderbilt went 23-11 last season but failed to get out of the first round of the NCAA tournament for the second straight year. Each of the starters and the top three reserves return. Among those coming back are John Jenkins, Jeffery Taylor and Festus Ezeli ? all three passed on entering the NBA draft last spring.
_Butler stuck to its traditional opening-night schedule. Coach Brad Stevens closed practice, ditched the dunk contests and got down to coaching basketball earlier than most other teams.
Just 15 minutes after the official start to basketball season, the two-time national runners-up hit the court at Hinkle Fieldhouse without a fan in sight.
The Bulldogs never celebrated Midnight Madness when it was covered live on late-night television, and still don't open it up for fans even though the NCAA has agreed to let teams start working out earlier in the day.
_New Arkansas coach Mike Anderson received the loudest ovation inside Bud Walton Arena. He walked back onto the court he called home as an assistant coach for 17 seasons under former coach Nolan Richardson. Anderson was greeted with plenty of support from the estimated 5,000 who attended "Primetime at the Palace."
_North Carolina kicked off a season of high expectations in front of a packed arena of about 21,000 fans. The Tar Heels held their annual "Late Night with Roy" preseason event in the Smith Center, which included an intrasquad scrimmage as well as the players performing dances and skits in a night of fun before things get serious for a team expected to contend for the national championship.
All five starters are back from a team that won the Atlantic Coast Conference regular-season title and got within a game of the Final Four.
_Memphis unveiled its team before an almost full house at the FedExForum.
Fans were waiting outside the arena when the doors opened 90 minutes before the start of Memphis Madness. The festivities included a dunk contest, a 3-point shooting display and a scrimmage.
Rapper Rick Ross was supposed to be the featured entertainment for the evening, but he had a medical problem on a flight from Fort Lauderdale, Fla., to Memphis, that forced him to miss the event.
_West Virginia's Mountaineer Madness had a season-opening scrimmage, slam-dunk contest and a special musical performance.
Deniz Kilicli, a native of Istanbul, Turkey, and an amateur guitarist who has performed around town, entertained the crowd by performing the university's adopted fight song, "Country Roads," with his teammates. He played electric guitar as the gold-and-blue clad Mountaineers joined the throng in John Denver's song.
_Duke opened practice with its "Countdown to Craziness," and one of the highlights was the intrasquad scrimmage that was the debut for freshmen Austin Rivers, Quinn Cook and Marshall Plumlee in front of the Cameron Crazies.
_The Syracuse team was already on the court when Orange coach Jim Boeheim gave the crowd of 20,000 in the Carrier Dome some great news.
He stepped to the center of the court bearing his name and declared "There's one more guy here." He pointed to the tunnel at the corner of the building and yelled the name they all were hoping to hear.
New York Knicks forward Carmelo Anthony jogged onto the court where he left his definitive mark during Syracuse's 2003 national championship season. It was all part of Syracuse's annual Midnight Madness.
_Hours after letting Kansas fans hear some bad news about the program, Jayhawks coach Bill Self made a lot of them smile.
On Friday afternoon, Self announced that the NCAA ruled freshmen Ben McLemore and Jamari Traylor partial qualifiers and they won't eligible to play this season.
On Friday night, Self rode to the center of James Naismith Court on a specially made Kansas motorcycle to commemorate the 2008 national championship. He was even wearing a black leather jacket and black leather chaps. It wasn't his idea to wear the chaps.
"They told me I need to look like a biker for whatever reason," Self said. "I tried to do what they ask me to do."
McLemore and Traylor will be able to practice starting Dec. 16, and will be eligible for competition for the 2012-13 season. They can work out and lift on their own.
_Maryland Madness had several members of the 2002 national championship team, along with former head coach Gary Williams, on hand to mark the 40th anniversary of the first Midnight Madness. Steve Blake, Byron Mouton, Chris Wilcox and Mike Grinnon, along with current NBA star Greivis Vasquez and former NBA standout Steve Francis, participated in a star-studded alumni game.
This version of Maryland Madness had a different feel than the ones that preceded it. The first one, held in 1971 under coach Lefty Driesell, was little more than a one-mile run around the track at midnight by the players on the first official day of practice.
In recent years, the event revolved around Williams, the winningest coach in school history.
_St. John's coach Steve Lavin wasn't able to attend the school's tipoff event. He did send a message to the fans.
"Last week's surgery was a success. Now my return to coaching duties will be dictated by the healing process," Lavin said in a statement Friday night. "I'm under the expert care of Dr. Scardino at the Memorial Sloan-Kettering Cancer Center and we are working closely to measure the daily progress being made during this vital recovery period."
Lavin is recuperating from prostate cancer surgery on Oct. 6.
"Naturally, I wish I was at Carnesecca Arena tonight to participate in the tip-off festivities with our team, and celebrate the start of the college basketball season with our loyal fans!" Lavin said.
_Arizona coach Sean Miller isn't a big proponent of celebrating the start of practice.
"Our red-blue game really has become midnight madness. Your midnight madness is just a show because at this point your guys don't know enough of what you do to even play. They're almost playing a glorified pickup game," he said. "I think it means more to them and all the things that happen in a midnight madness happen in the afternoon, at a sane time so if you want to go to bed at 10:00, you can. You don't have to be in McKale at 1:30 or 2 in the morning and then have to get back up as a college coach or player the next day. To me, it makes a lot more sense across the board."

NEWARK, N.J. ? Devotees of Mexican-style rodeos are planning a memorial show this week for a popular young rider thrown from a bull and killed during a rodeo in southern New Jersey.
Rigoberto Flores, 24, of Brentwood, N.Y., was killed Sunday while performing at a rodeo in Bridgeton.
Flores was one of the most well-known stars on the rodeo's East Coast circuit, according to rodeo organizer Jesus Santiago.
Known to his fans as "El Andariego" or "The Wanderer of Izucar Matamoros, Puebla" ? the city in the Mexican state of Puebla where he was from ? Flores was a fan favorite for his rodeo skills, youthful enthusiasm and clean-cut reputation, according to Santiago.
"He was a good man, very responsible; he didn't drink, never did drugs and took great pride in his work," Santiago said in Spanish.
Santiago said about 700 to 800 people were packed into the rodeo venue at Dutch Neck Village and watched as Flores was thrown from a bull.
"He got up on the bull, and everything was going well," Santiago said. "But when he fell off, the bull stepped on top of him; the bull fell on its front knees, right onto him on the side where the heart is, and the medics said his heart couldn't withstand the pressure."
Flores was rushed to a hospital in nearby Vineland, where he was pronounced dead.
The Jaripeos ? or small, community rodeos ? that Flores participated in have exploded in popularity across the United States in recent years with the influx of Latin American immigrants, largely from Mexico, where the sport is extremely popular in small ranching and farming towns.
The New Jersey rodeo that Flores was in Sunday was established about 20 years, according to Santiago, but attendance has steadily grown in recent years.
Flores was a popular, well-known rider on a circuit that includes shows from North Carolina, Maryland and Delaware to New York, Illinois, Texas and New Jersey. He also had a big following in Puebla, where Mexican fans followed his moves on YouTube clips filmed at U.S. rodeos and posted online.
Rodeo organizers are busy are planning a memorial rodeo tribute for Flores, Santiago said, so they can help his family pay to send his body home to Mexico for burial and to offer some financial support to Flores' pregnant wife and young daughter.

As a practitioner of family law, I am often reminded of the childhood fable involving the scorpion and the frog. For the uninitiated, the story is as follows: A scorpion and a frog meet on the bank of a stream. The scorpion asks the frog to carry him across the stream. The frog is reluctant to comply and asks the scorpion, "How do I know that you won't sting me?" The scorpion responds, "Because if I do, I will die too." This response makes sense to the frog so the scorpion jumps on the frog's back and they set out to cross the stream. In midstream, the frog feels a distinctive sting and paralysis begins to set in. Knowing that they will both soon drown, the frog gasps "Why?" The scorpion replies, "It's my nature..."
In the area of domestic relations, there are scorpions galore as seemingly intelligent and capable adults abandon all reasonable codes of conduct and engage in behavior that is both vindictive and self-destructive. Over the years, I have witnessed this behavior in numerous cases. A wife commences the litigation by inviting her husband out to a romantic anniversary dinner at a restaurant where a process server is lying in wait to serve the husband with divorce papers. A husband who is convinced of his wife's infidelity makes the child support check payable to "Janet Jones - Cheating Wife". Another husband who is upset about the court's alimony order writes, "Shame on You!" in the lower left hand corner of his spousal support check. A mother allows the parties' teenage son to read through the testimony and pleadings in the divorce case. A father asks the parties' young daughter to deliver the child support check to mom as a reminder to the child of how much money dad is paying to support the family. More often than not, this conduct is part of a pattern which contributed to the breakdown of the marriage and which is now escalating conflict in the divorce. The scorpion spouse scoffs at the protestations of the other party and opposing counsel when these behaviors are called into question. It's no big deal. It's their nature.
In a depressed economy where divorcing parties face enormous financial challenges, the misguided and self-destructive conduct of a divorcing spouse has a huge impact on the pending litigation. Parties with limited assets and no children often incur significant attorney's fees due to the antics of one party who refuses to play by the rules of either the court or the social compact. Meanwhile, other litigants who have significant assets and minor children are often able to minimize their litigation costs by embracing a cooperative approach that benefits both their children and their bank accounts. The abundance of literature for divorcing parties correctly emphasizes the need for parties to work toward joint and productive solutions to their contested issues. However, given the frequency of childish games and bad behavior displayed by some litigants in divorce cases, I recommend that the reference guides for parties to a divorce include the scorpion and frog fable (which is of unknown origin) and the more popular, Aesop's Fables.
The timeless stories contained in Aesop's Fables contain simple and succinct morals which would benefit many a divorcing spouse. For the controlling spouse who remains clueless about the reasons for the divorce filing, I recommend the story of the Town Mouse and the Country Mouse, which teaches that, "A crust eaten in peace is better than a banquet partaken in anxiety." For the naive spouse whose partner promises a generous settlement without the need for lawyers or a full disclosure of assets, I suggest the fable that teaches, "Beware the wolf in sheep's clothing." For the parent who persists in berating and belittling the other parent in the presence of the children, there's a lesson in the story of the Bee and the Jupiter, which instructs that, "Evil wishes, like chickens, come home to roost."
For the young and old who are lucky in love and are either married or contemplating marriage, the fables should be allowed to gather dust, since a better read for lovers is the fairy tales. In fairy tales, ugly toads become handsome princes, pumpkins turn into BMWs and the bride and groom live "happily every after." If you're living the dream or working toward this goal, embrace the romance and enjoy the fairy tales.
That being said, if the romance is over, the papers have been filed, and you are now hoping for eternal happiness after your divorce is final, consider the fables and mind your manners in the divorce proceeding. If you're the frog in the scorpion and frog story, hire an experienced divorce attorney and try not to get stung. When your scorpion spouse is on a path of self-destruction, stay on the high road, wait for your day in court and remember the story of the Heifer and the Ox which teaches that, "He who laughs last, laughs best."

NEW CASTLE, Pa. -- A 50-foot-long bridge in western Pennsylvania has been stolen, and its owners say they're baffled by the crime and have no idea who took it.
New Castle Development spokesman Gary Bruce said Friday that he "couldn't believe it when they told me it was gone."
A state police report says the 20-foot-wide span in North Beaver Township went missing between Sept. 27 and Wednesday.
The bridge was made out of corrugated steel and valued at about $100,000. Thieves used a blowtorch to cut it apart, presumably to sell it for scrap metal.
The bridge was used occasionally as a back entrance to the company property. It's in the woods along a railroad line about 60 miles north of Pittsburgh.
Bruce says he doubts the company can replace the bridge.

LONDON - David Beckham's income from personal sponsorship deals rose 30 percent last year, signaling the enduring strength of the Los Angeles Galaxy player's brand appeal.
According to figures released by Britain's Companies House, revenue for the company that handle Beckham's endorsements was $23.9 million in 2010.
In 2009, Footwork Productions received $18.3 million from companies including sportswear manufacturer Adidas.
In 2010, Beckham also signed a deal with Yahoo Inc. to be part of the Internet portal's World Cup coverage after he was ruled out of the tournament because of injury.
The accounts also showed that the 36-year-old former England captain received $18.6 million from the company compared with $14.6 million the previous year.
A separate company, Brand Beckham, receives a share of the merchandising revenue he generates for the Galaxy along with joint endorsements with his wife, Victoria, including their range of fragrances.
A third revenue stream in 2010 was Beckham's guaranteed $6.5 million annual salary from the Galaxy.
His five-year Major League Soccer contract expires in November.

ScienceDaily (Oct. 6, 2011) ? Measurable changes in brain function and communication between brain regions may be a consequence of virus-induced injury during the early stages of human immunodeficiency virus (HIV) infection. These abnormalities and their implications in disease prognosis are detailed in an article in the neuroscience journal Brain Connectivity.
Diminished cognitive function will develop in about half of individuals infected with HIV, which may include deficits in memory, attention, psychomotor capabilities, or verbal fluency. Evidence of cognitive decline in HIV infection has implications for prognosis, reduced survival time, and increased risk of death.
Xue Wang and colleagues from Northwestern University (Chicago and Evanston, IL) and North Shore University Health System (Evanston), used functional magnetic resonance imaging (fMRI) to obtain blood-oxygen-level-dependent measurements in multiple brain regions that yield information on resting-state brain connectivity. They compared the measurements collected in HIV-infected (less than 1 year) and healthy subjects. The authors report "prominent changes" between the two groups in the functional connectivity of visual networks, which have a role in visuo-motor coordination. Based on these findings, they conclude that functional connectivity measurements may be a useful, noninvasive tool for identifying neurological involvement and central nervous system injury early in the course of HIV infection. The findings from the NIH-funded Chicago Early HIV Infection Study are presented in the article, "Abnormalities in Resting-State Functional Connectivity in Early Human Immunodeficiency Virus Infection."
"These findings indicate that changes in brain function are occurring very early in HIV infection, and subclinical alterations in functional connectivity may reflect vulnerability to cognitive decline," says Ann Ragin, PhD, Principal Investigator and Research Professor, Northwestern University Medical School, Chicago, IL.

In challenging Republicans to get behind his jobs bill Thursday, President Barack Obama argued Republicans have supported his proposals before, demanded that they explain themselves if they oppose him, and challenged others to come up with a plan of their own. The rhetoric in the president's quick-moving press conference dodged some facts and left some evidence in the dust.
OBAMA: "If it turns out that there are Republicans who are opposed to this bill, they need to explain to me, but more importantly to their constituencies and the American people, why they're opposed, and what would they do."
THE FACTS: While Republicans might not be campaigning on their opposition to Obama's plan, they've hardly kept their objections a secret.
In a memorandum to House Republicans Sept. 16, House Speaker John Boehner and members of the GOP leadership said they could find common ground with Obama on the extension of certain business tax breaks, waiving a payment withholding provision for federal contractors, incentives for hiring veterans, and job training measures in connection with unemployment insurance.
They objected to new spending on public works programs, suggesting instead that Congress and the president work out those priorities in a highway spending bill. And they raised concerns about Obama's payroll tax cuts for workers and small businesses, arguing that the benefits of a one-year tax cut would be short-lived. The memo also pointed out that reducing payroll taxes, which pay for Social Security, temporarily forces Social Security to tap the government's general fund. And it opposed additional spending to prevent layoffs of teachers, police officers and other public workers.

OBAMA: "Every idea that we've put forward are ones that traditionally have been supported by Democrats and Republicans alike."
THE FACTS: Obama proposes to pay for his jobs bill by raising taxes, something traditionally opposed by Republicans and, in the form Obama proposed it, even some Democrats. Senate Democrats were so allergic to Obama's approach, which relied largely on limiting deductions that can be taken by individuals making over $200,000 a year and couples making more than $250,000, that they're eliminating it and replacing it with a new tax on millionaires.
In claiming bipartisan support for the components of his proposal, the president appears to be referring just to what the plan would do, not how it's paid for, but that's a crucial distinction he doesn't make.
Some of tax-cutting proposals offered by Obama have received significant Republican support in the past. But some of the new spending he proposes has received only nominal Republican backing. Evidence of bipartisanship provided by the White House includes legislation last year that provided $10 billion to prevent teacher layoffs. It won the support of only two Republican senators ? Olympia Snowe and Susan Collins, both of Maine and among the most moderate Republicans in Congress. Another example cited by the White House was proposal last year to offer tax breaks to businesses that hire new workers ? it passed the House 217-201 with six Republican votes.

OBAMA: "The answer we're getting right now is: Well, we're going to roll back all these Obama regulations... Does anybody really think that that is going to create jobs right now and meet the challenges of a global economy?"
THE FACTS: Well, yes, some think it will. The U.S. Chamber of Commerce last month submitted a jobs proposal to Obama that included a call to ease regulations on businesses. It specifically called for streamlining environmental reviews on major construction projects and to delay the issuance of some potentially burdensome regulations until the economy and employment have improved. In the letter, Chamber President Thomas Donohue also called on Congress to pass legislation that would require congressional approval of major regulations. The chamber did not indicate how many jobs such regulatory changes could create, but it said: "Immediate regulatory relief is required in order to begin moving $1 trillion-$2 trillion in accumulated private capital off of the sidelines and into business expansion."

OBAMA: "We can either keep taxes exactly as they are for millionaires and billionaires, with loopholes that lead them to have lower tax rates, in some cases, than plumbers and teachers, or we can put teachers and construction workers and veterans back on the job."
THE FACTS: True, "in some cases" wealthy people can exploit loopholes to make their tax rate lower than for people of middle or low income. In recent rhetoric, Obama had suggested it was commonplace for rich people to pay lower rates than others, a claim not supported by IRS statistics. But on Thursday, Obama accurately stated that it only happens sometimes.
In 2009, 1,470 households filed tax returns with incomes above $1 million yet paid no federal income tax, according to the IRS. Yet that was less than 1 percent of returns with incomes above $1 million. On average, taxpayers who made $1 million or more paid 24.4 percent of their income in federal income taxes; those making $100,000 to $125,000 paid 9.9 percent; those making $50,000 to $60,000 paid 6.3 percent. The White House argues that when payroll taxes ? paid only on the first $106,800 of wages ? are factored in, more middle class workers wind up with a higher tax rate than millionaires.

OBAMA: "China has been very aggressive in gaming the trading system to its advantage and to the disadvantage of other countries, particularly the United States. .... And currency manipulation is one example of it, or at least intervening in the currency markets in ways that have led their currency to be valued lower than the market would normally dictate. And that makes their exports cheaper and that makes our exports to them more expensive."
THE FACTS: While Obama complained about China's efforts to keeps its currency undervalued to gain trade advantages, his administration has repeatedly refused to brand China as a currency manipulator in a report that the Treasury Department is required to send to Congress twice a year.
Such a designation would trigger negotiations between the two countries and could ultimately lead to U.S. trade sanctions against China.
The administration has been reluctant to brand China a currency manipulator, as have past administrations, because the United States depends on China to buy U.S. Treasury securities to help finance America's budget deficits. China owns $1.17 trillion in U.S. Treasury securities, making it the largest foreign holder of Treasury debt.
